How is Precursor different from Screen Time limits?

Apple's limits are a single daily budget: once it runs out, the app is gone for the rest of the day. Precursor gives each app a small allowance that resets every hour. Use up your five minutes and the app is blocked, then at the top of the next hour you get five fresh minutes. It is a gentler rhythm than one hard cutoff a day.
